Main Focus: The North County Library System (NCLS), covers several counties: Oswego; Lewis; Jefferson; and St. Lawrence in upstate New York. The NCLS have several towns within these counties that they are underserving. They are looking for ways to redevelop their outreach department to target these underserved towns within these counties. They wanted to know the pro and cons of operating that outreach department or if they need to dismantle the outreach department all together and focus elsewhere.
