RESHAPING THE LOCAL NHS

CHIEF EXECUTIVE BRIEFING – 22 FEBRUARY 2006

FUTURE SHAPE OF PCTS, SHAS AND AMBULANCE TRUSTS

As part of the local consultation process (14 Dec’05 - 22 Mar’06) we held a series of meetings in January to

give staff an opportunity to ask questions and discuss proposals on the future shape of both the Strategic

Health Authority (SHA) and the number of Primary Care Trusts in Surrey and Sussex (currently 15).

Much of the discussion at the staff meetings related to how decisions would be made and how individuals

would be personally affected. Although we don’t have all the answers yet, information within the national HR

framework, together with our response to frequently asked questions, should help (available on the PCT’s

intranet site at nww.wspct.nhs.uk/index.cfm?page=17733). We do know that all staff employed by Western

Sussex PCT will transfer to the new West Sussex PCT, with their existing terms and conditions, and that

employment will be protected until 30 June 2007. We’ll be holding some HR sessions and additional staff

meetings towards the end of March so that we can continue to listen to any issues and concerns you may

have and share the latest information with you.

PCT Board members agreed at their meeting on 18 January 2006 that our formal response to the local

consultation process will be to support:

one West Sussex PCT

two Strategic Health Authorities - Kent & Medway / Surrey & Sussex and Thames Valley / Hampshire &

Isle of Wight

one Ambulance trust for Kent, Surrey and Sussex

The Surrey and Sussex SHA held a local consultation meeting for stakeholders on Thursday 26 January at

which representatives of Chichester District Council shared their views on local reconfiguration.

To help ensure that we can move safely from our current organisations into the future, transition leads are

being appointed. Candy Morris, Chief Executive of Surrey & Sussex SHA, has been appointed as the

transition lead for the new SHA and a transition lead and team will be identified soon for West Sussex. It is

expected that the West Sussex PCT chief executive designate will be appointed May/June and that the new

PCT is likely to start on 1 October 2006.

KEEPING SERVICES SAFE

The five PCTs in West Sussex will be working together over the coming months to ensure business continuity,

with each PCT taking the lead for key areas:

Adur, Arun and Worthing Organisational Structure / Governance

Adur, Arun and Worthing Commissioning & Performance Management

Adur, Arun and Worthing Communications

Crawley PCT HR policy, practice and process

Horsham and Chanctonbury Primary Care Contracting

Horsham and Chanctonbury Patient & Public Involvement

Mid Sussex PCT Financial Structures & systems

Mid Sussex PCT Information Systems / Connecting for Health

Mid Sussex PCT Estate and facilities

Western Sussex Community Service Provision

Western Sussex Health Improvement & Public Health
